Regulation (EU) 2023/1115, known as the EU Deforestation Regulation (EUDR), was adopted by the European Parliament and the Council of the European Union on 31 May 2023. It sets the conditions for making available on the EU market, and exporting from the EU, commodities and derived products associated with deforestation and forest degradation. It replaces Regulation (EU) No 995/2010 and directly affects businesses placing these commodities — including palm oil and CPO — on the EU market or exporting them from it. The regulation stems from concern that EU consumption is one of the main drivers of global deforestation.
Key points
- According to the EU impact assessment, the regulation covers six commodities — cattle, cocoa, coffee, oil palm, soya and wood — and their derived products.
- Without the regulation, the impact assessment estimated that EU consumption and production of these six commodities could drive deforestation of around 248,000 hectares per year by 2030.
- It repeals and replaces Regulation (EU) No 995/2010 (the EU Timber Regulation).
- Status: in force, with its dates of application subsequently amended by Regulation (EU) 2024/3234.
- The regulation is part of the European Green Deal agenda and of several EU strategies on forests, biodiversity and deforestation-free supply chains.
Who it affects
