Regulation (EU) 2024/3234 of the European Parliament and of the Council of 19 December 2024 amends Regulation (EU) 2023/1115 (EUDR), mainly by postponing the date of application of the due diligence obligations for deforestation-linked commodities, including palm oil and its derived products. The change is intended to give third countries, EU Member States and businesses additional time to prepare their compliance systems. The regulation entered into force on the third day following its publication in the Official Journal of the European Union.

Key points

  • Main EUDR obligations delayed by 12 months: Articles 3 to 13, Articles 16 to 24, and Articles 26, 31 and 32 of Regulation (EU) 2023/1115 apply from 30 December 2025.
  • Further delay for micro and small enterprises: for operators that were micro-undertakings or small undertakings as at 31 December 2020, these obligations apply from 30 June 2026, except for products covered by the annex to Regulation (EU) No 995/2010.
  • Low/high-risk country classification: the European Commission must publish the list of low-risk or high-risk countries or parts of countries by 30 June 2025; until then, all countries remain classified as standard risk, as they have been since 29 June 2023.
  • Information system available early: operators and traders may register and submit due diligence statements before the obligations become fully applicable.
  • Later repeal of the old timber rules: Regulation (EU) No 995/2010 is repealed with effect from 30 December 2025, with certain transitional provisions for timber and timber products produced before 29 June 2023.

Who it affects
