The Indonesian government has set the Reference Price (HR) for crude palm oil (CPO) for the period 1–31 October 2026 at US$1,042.15 per metric tonne. This is US$34.64 per tonne, or 3.44%, higher than the September 2026 reference price of US$1,007.51 per tonne. The monthly reference price is the benchmark Indonesia uses to determine the export duty and export levy payable on CPO shipments.

The Ministry of Trade's Director General of Foreign Trade, Tommy Andana, as quoted by Agricom on Thursday, 1 October, said the higher reference price forms the basis for the CPO export duty and export levy in October. The October price setting was also reported by Reuters on 30 September 2026.

Export duty rises to US$178 per tonne

For October, the CPO export duty (BK) is set at US$178 per metric tonne. The export levy (PE) is set at 12.5% of the reference price, equivalent to US$130.269 per tonne. The levy is collected by the Oil Palm Plantation Fund Management Agency (BPDP). For comparison, in September 2026 the export duty was US$148 per tonne and the export levy US$125.9389 per tonne.

The October settings are laid down in Minister of Trade Decree (Kepmendag) No. 1921 of 2026. Monthly movements and the underlying documents can be followed on GIMNI's CPO reference price data and in GIMNI's regulations register.

Calculation based on two price sources

According to information published by Agricom, the October reference price was calculated from average CPO prices over 20 August–19 September 2026. The average on the Indonesian CPO exchange was US$938.89 per tonne, on the Malaysian CPO exchange US$1,145.42 per tonne, and in Rotterdam US$1,526.56 per tonne.

Minister of Trade Regulation (Permendag) No. 35 of 2025 provides that where the difference between the averages of the three sources exceeds US$40 per tonne, the calculation uses the two sources forming the median and closest to the median. Under that mechanism, the October setting used the Malaysian and Indonesian CPO exchange prices.

Branded cooking oil subject to US$48 export duty

The government also set an export duty of US$48 per tonne for refined, bleached and deodorised (RBD) palm olein in branded packaging with a net weight of no more than 25 kilograms. The list of brands covered is set out in Minister of Trade Decree (Kepmendag) No. 1922 of 2026.

Beyond the reference price decision, news monitoring over the previous 24 hours also recorded discussions on an Indonesia–India palm oil partnership, export market diversification, regional readiness for the EUDR and the strengthening of downstreaming. This article is limited to the reference price, export duty and export levy provisions reported by the sources.
