PT Danantara Sumberdaya Indonesia (DSI) — a company under Danantara, Indonesia's sovereign investment management agency — is targeting 1 September 2026 for the start of operations of its natural-resource export governance platform. In its first phase the system will cover three strategic commodities: crude palm oil (CPO), coal and ferro alloy.
DSI Finance Director Sinthya Roesly, as reported by Bisnis.com on Tuesday, 25 August 2026, said the platform is designed to obtain and consolidate export data, including commercial contracts from exporters. The system is in its testing phase ahead of the launch of an exporter portal in early September.
The DSI platform is planned to connect with a number of government systems, namely: the Minerba Online Monitoring System and e-PNBP of the Ministry of Energy and Mineral Resources (ESDM); INATRADE of the Ministry of Trade; CEISA 4.0 of the Directorate General of Customs and Excise; Coretax of the Directorate General of Taxes; SiMoDIS of Bank Indonesia; the General Legal Administration system of the Ministry of Law; and the Online Single Submission (OSS) system of the Ministry of Investment and Downstreaming/BKPM.
CPO transactions in the initial monitoring
BPI Danantara Chief Executive Officer Rosan Roeslani said the export value of the three commodities in the initial monitoring phase is close to US$70 billion. Of this, CPO exports were reported at around US$22.8 billion, coal at around US$30.35 billion and ferro alloy at around US$16.43 billion.
Rosan explained that in its initial phase DSI focuses on evaluation, monitoring and transaction transparency. According to his remarks quoted by CNBC Indonesia and detikFinance, DSI is not intended to replace regulators or to add another layer of licensing. Licensing, regulatory and supervisory functions remain with the competent ministries and agencies.
DSI also stated that existing commercial relationships and long-term contracts will be respected. Exporters retain ownership of the goods under the intermediary scheme applied until the end of 2026. Under this scheme, commodity and payment flows are said to continue through existing commercial relationships.
DSI's verification points will cover data on quantity, quality, product classification, price, payment settlement and repatriation of export proceeds. For the palm oil industry, the system directly touches the governance of CPO export transactions. Reference prices and export policy for CPO can also be followed through GIMNI's CPO reference price data.
Review of the model and governance fees
According to Sinthya, DSI will first act as sole intermediary until the end of 2026. The model is scheduled to be evaluated together with the Coordinating Ministry for Economic Affairs and other ministries and agencies in January 2027.
In a separate detikFinance report, Sinthya said the fee or margin for carrying out DSI's mandate is still being calculated. It will take efficiency into account, is intended not to add to exporters' burden, and will be set in consultation with the relevant parties.
DSI's operating framework is based on Government Regulation (PP) No. 24 of 2026 on the Export Governance of Strategic Natural Resource Commodities. The regulation was enacted on 20 May 2026 and took effect on 1 June 2026. Related trade and industry policy documents can be found in GIMNI's regulations register.
DSI was officially launched in Jakarta on 24 August 2026. DSI President Director Luke Thomas Mahony said the company will use data already available in ministry and agency systems and will not ask for data to be submitted again where it already exists. Implementation is promised to be gradual and readiness-based so that trade flows and commercial relationships are not disrupted.
