National Food Agency Regulation (Peraturan Bapanas) No. 10 of 2024, issued by the National Food Agency (Bapanas), sets maximum contaminant limits for fresh food in circulation in Indonesia. It covers requirements on heavy metal, microbial and mycotoxin contaminants, together with testing and supervision mechanisms. It is relevant to the vegetable oil sector because it includes limits for oilseeds and oil-bearing fruits.

Key points

  • Main obligation: anyone placing fresh food on the market in Indonesia must meet the maximum contaminant limit requirements.
  • Foods covered: unprocessed fresh food; food that has undergone minimal treatment such as washing, chilling, freezing, drying, milling and similar processes; and fresh food with added food additives.
  • Contaminants covered: heavy metals (arsenic (As), cadmium (Cd) and lead (Pb)); microbes (Salmonella, Listeria monocytogenes, STEC and Bacillus cereus); and mycotoxins (aflatoxin B1, total aflatoxins, fumonisins and ochratoxin A).
  • Key figures for relevant commodities: for oilseeds and oil-bearing fruits, the maximum limit for cadmium is 0.2 mg/kg and no limit is set for lead; for stimulant crops such as cocoa beans, the maximum limits are 0.5 mg/kg for cadmium and 0.5 mg/kg for lead; for arsenic, inorganic arsenic is used as the reference.
  • Testing: compliance must be demonstrated by quantitative laboratory test results on the edible portion of the food, at an accredited laboratory in Indonesia or a designated laboratory. For imported fresh food, accredited laboratories in the country of origin or laboratories covered by mutual recognition may also be used.
  • Supervision and sanctions: supervision is carried out by the Head of the Agency, governors and regents/mayors; violations are subject to administrative sanctions under the applicable laws. Fresh food already in circulation has an adjustment period of no more than 12 months from the regulation's promulgation.
