Minister of Trade Decree (Keputusan Menteri Perdagangan, Kepmendag) No. 1502 of 2026, issued by Indonesia's Ministry of Trade (Kemendag), sets the Reference Prices (HR) and Export Benchmark Prices (HPE) for a range of agricultural and forestry products subject to export duty and to the public service agency (BLU) service tariff, i.e. the export levy collected by the Oil Palm Plantation Fund Management Agency (BPDP). For the palm and vegetable oil industry, the key provision is the crude palm oil (CPO) Reference Price of US$1,000.90/MT, which serves as the benchmark for applying export duty and the BLU service tariff to CPO under the regulatory framework cited in the decree.

Key points

  • The CPO Reference Price is set at US$1,000.90/MT.
  • This CPO Reference Price is stated to be the basis for commodities subject to export duty and to the BLU service tariff (export levy).
  • The decree also sets the Reference Price for cocoa beans at US$3,969.56/MT.
  • The annex contains Export Benchmark Prices for cocoa beans, timber, hides and pine resin, including for the period 1 July 2026 to 31 July 2026.
  • The legal bases cited include rules on export duty, the plantation fund, and the technical provisions for setting reference prices and export benchmark prices (see Permendag No. 35 of 2025).
