Minister of Trade Regulation (Peraturan Menteri Perdagangan, Permendag) No. 2 of 2025, issued by Indonesia's Ministry of Trade (Kemendag), amends Permendag No. 26 of 2024 on export provisions for palm oil derivative products. Its aim is to secure raw material supply for the People's Cooking Oil programme (MGR) and support the B40 mandatory biodiesel blending programme (40% palm-based biodiesel). The main changes are a new article on export policy for used cooking oil (UCO) and residues, and adjustments to how Export Approvals are applied for, issued and amended.

Key points

  • New Article 3A: export policy for UCO and residues is discussed and agreed in an inter-ministerial/agency coordination meeting convened by the coordinating ministry for food affairs.
  • Applications for Export Approval for UCO and residues (Article 4(4)(d) and (e)) must include an allocation where one is agreed in that coordination meeting.
  • Export Approvals for UCO and residues may be issued automatically through the INATRADE system and forwarded to SINSW (Indonesia National Single Window), provided the allocation has been transmitted as a data element and the Export Entitlement (Hak Ekspor) is available electronically.
  • An Export Approval is valid for 6 (six) months from the date of issue; quantities not exported cannot be returned to the Export Entitlement.
  • Exporters must apply to amend data in an Export Approval (exporter identity, HS code, type/description of goods, quantity, port of loading or destination country) within 30 calendar days of the change.

Who it affects

Exporters of CPO, RBDPO, RBDPL, UCO and residues participating in the People's Cooking Oil (MGR) programme or the Acceleration Programme.
