Minister of Trade Regulation (Permendag) No. 26 of 2024 — Export Provisions for Palm Oil Derivative Products

Minister of Trade Regulation (Peraturan Menteri Perdagangan, Permendag) No. 26 of 2024, issued by Indonesia's Ministry of Trade (Kemendag), sets the export provisions for palm oil derivative products and replaces Permendag No. 50 of 2022. It applies to exporters of CPO, RBDPO, RBDPL, used cooking oil (UCO) and other palm oil derivatives. It was designed to secure the supply of cooking oil for the public, support growth in the plantation and manufacturing sectors, and optimise national palm oil export policy. It was later amended by Permendag No. 2 of 2025.

• Products covered: CPO (HS 1511.10.00), RBDPO (ex 1511.90.20), RBDPL including packaged cooking oil (ex 1511.90.36/37/39), UCO (used cooking oil) and residues of palm oil derivative products (ex 2306.60.90 and ex 2306.90.90).
• Exports of these products require an Export Approval (Persetujuan Ekspor), a business licence in the export field granted by the Minister, with the Export Entitlement (Hak Ekspor) as the basis for the application.
• An Acceleration Programme is also set up for channelling CPO, RBDPO, RBDPL, UCO and residues through exports to stabilise production and fresh fruit bunch (FFB) prices at smallholder level.
• The regulation is linked to the People's Cooking Oil programme (MGR), including the SIMIRAH mechanism, the MINYAKITA brand (the government-programme cooking oil brand), cooking oil producers and state-owned food enterprises (BUMN Pangan).
• It revokes and replaces Permendag No. 50 of 2022 on export provisions for CPO, RBDPO, RBDPL and UCO.
• Status: amended by Permendag No. 2 of 2025.
