Minister of Trade Regulation (Permendag) No. 43 of 2025, issued by the Ministry of Trade (Kemendag), overhauls the rules on packaged palm cooking oil and the governance of the People's Cooking Oil programme (Minyak Goreng Rakyat, MGR). It replaces Permendag No. 18 of 2024, which was considered no longer in line with public needs. For the palm oil industry it sets product classifications, packaging standards and the mechanism for supplying MGR through the Domestic Market Obligation (DMO) scheme.
Key points
- Packaged palm cooking oil sold to consumers is divided into two categories: premium cooking oil and MGR.
- Producers and packers are responsible for product safety, quality requirements, and the accuracy of quantity labelling.
- Packaging must not be easily damaged, must meet food-grade requirements, and may be no larger than 25 kg or 27.5 litres.
- The MGR programme uses packaging under the MINYAKITA brand (the government-programme cooking oil brand) and involves producers, first-line distributors (D1), second-line distributors (D2), the state logistics agency Perum BULOG, state-owned food enterprises, retailers, and non-producer exporters of palm oil derivative products. Participants other than exporters must be registered in SIMIRAH, the Ministry of Trade's cooking oil information system.
- MGR is sourced from domestic production through the DMO scheme, carried out by producers registered in SIMIRAH, either through their own production or through production cooperation.
- MGR governance broadly covers the MGR programme, procurement, distribution, selling prices, producer registration, recognition of export entitlements, and use of the MINYAKITA brand.
Who it affects
Palm cooking oil producers and packers, and the MGR distribution chain: first-line (D1) and second-line (D2) distributors, Perum BULOG, state-owned food enterprises and retailers.
