Minister of Industry Regulation (Permenperin) No. 3 of 2025, issued by the Ministry of Industry (Kemenperin), makes the Indonesian National Standard (SNI) 7709:2019 mandatory for palm cooking oil marketed in Indonesia, whether produced domestically or imported. It binds businesses that produce, import, repackage and/or distribute palm cooking oil, and therefore directly affects the national palm oil and cooking oil supply chain.
Key points
- SNI 7709:2019 is mandatory for palm cooking oil under tariff/HS code ex.1511.90.36.
- The product must be packaged, and the packaging must meet food-grade requirements under the applicable regulations.
- Conformity assessment uses a type 5 certification scheme, covering an audit of the production process and quality management system (ISO 9001:2015 or a food safety management system such as SNI ISO 22000:2018) and quality testing against the SNI.
- Exemptions apply to products with their own standards, test samples for SNI certification, and research and development samples of up to 250 kg. These test and research samples may not be traded or transferred and may not be used for market testing.
- Violations are subject to sanctions under the applicable laws; criminal sanctions are accompanied by revocation of the SNI Certificate and/or the Approval to Use the SNI Mark (SPPT SNI).
