Minister of Agriculture Regulation (Permentan) No. 5 of 2025, issued by the Ministry of Agriculture (Kementan), replaces Permentan No. 3 of 2022 as amended by Permentan No. 19 of 2023, adjusting plantation fund policy to Presidential Regulation (Perpres) No. 132 of 2024. It is the legal basis for oil palm human resource development, research and development, replanting, and facilities and infrastructure activities financed from the Plantation Fund managed by the Oil Palm Plantation Fund Management Agency (BPDPKS, now BPDP) — the fund that channels palm oil export levy revenue back into the sector.

Key points

  • The regulation covers four areas: human resource development, research and development, replanting, and oil palm plantation facilities and infrastructure. Implementation follows the policies of the fund management agency's Steering Committee.
  • Human resource development is delivered through four channels: extension services, education, training, and mentoring and facilitation.
  • Extension services are delivered by self-reliant (non-government) extension workers through formal and non-formal institutions, for growers, grower institutions, plantation companies and communities around plantations.
  • Self-reliant extension workers are drawn from oil palm growers and/or individuals with an educational background related to oil palm, and receive development in the form of competency improvement and/or professional certification.
  • Self-reliant extension workers receive operational extension funding from the fund management agency, to be used for extension activities and management support.
  • Extension activities follow technical guidelines set by the Director General, which include, among other things, criteria for self-reliant extension workers, procedures for proposing funding and criteria for implementing institutions.

Who it affects

Growers, grower institutions (farmer groups, farmer group associations and cooperatives), plantation companies, self-reliant extension workers, and formal and non-formal education institutions in the oil palm sector.
