Minister of Finance Regulation (Peraturan Menteri Keuangan, PMK) No. 68 of 2025, issued by Indonesia's Minister of Finance, amends PMK No. 38 of 2024 on the export goods subject to export duty (bea keluar) and the applicable export duty rates. The amendment directly affects exporters of oil palm products, crude palm oil (CPO) and its derivatives, and cocoa beans, and adds pine resin as a new commodity subject to export duty. The regulation takes effect 7 days after its promulgation.
Key points
- Pine resin is formally added as a new export-duty item (Article 2(2)(f)); its rates are set by a new Article 12A, which refers to a newly inserted Annex G.
- Annex B (cocoa beans) and Annex C (oil palm, CPO and derivative products) are replaced, so the tariff lines and export duty schedules for both commodities now follow the new annexes.
- Export duty on cocoa beans remains tiered by reference price: 0% up to US$2,000/MT, 2.5% for US$2,000–2,750, 5% for US$2,750–3,500, and 7.5% above US$3,500/MT.
- Export duty on oil palm, CPO and derivative products remains progressive, based on reference price bands in US$/MT as set out in the updated Annex C.
- The list of brands of packaged Refined, Bleached and Deodorised (RBD) Palm Olein subject to export duty (Group V, No. 25, Annex C) is determined by the minister responsible for trade.
- The groups of export goods subject to export duty continue to cover hides and timber, cocoa beans, oil palm/CPO and derivatives, and metal mineral products, now with pine resin added.
Who it affects
Exporters of oil palm products, CPO and its derivatives, cocoa beans and pine resin.
