Minister of Finance Regulation (Peraturan Menteri Keuangan, PMK) No. 9 of 2026, issued by Indonesia's Ministry of Finance, amends Annex A of PMK No. 69 of 2025 on the service tariff of the Oil Palm Plantation Fund Management Agency (BPDP), a public service agency (BLU). Annex A sets the plantation fund levy (export levy) on exports of oil palm products, crude palm oil (CPO) and/or its derivatives. The changes matter directly for palm oil exporters, vegetable oil and oleochemical producers, and biodiesel businesses.

Key points

  • Group II (including CPO, crude palm kernel oil/CPKO, crude palm olein and stearin, and palm fatty acid distillate): levy of 12.5% of the CPO Reference Price set by the ministry responsible for trade.
  • Group III is levied at 12%, Group IV at 10% and Group V at 7.25%, all calculated on the same CPO Reference Price. Group V includes, among others, crude glycerine, RBD palm olein in branded packaging with a net weight of ≤ 25 kg, and FAME biodiesel.
  • Group I (fresh fruit bunches, palm kernels, palm kernel expeller, empty fruit bunches and kernel shells) is subject to fixed rates in US dollars per metric tonne. The table in the regulation lists values of US$0, 25, 30, 15 and 5 per metric tonne.
  • Only Annex A is amended. Annex B (mixed goods made from CPO and/or its derivatives) and Annex C (export levy on cocoa beans based on the reference price) remain unchanged.
  • The regulation was enacted in Jakarta on 27 February 2026 and takes effect 2 days after its promulgation. The promulgation date could not be read in the extracted text.

Who it affects

Palm oil exporters, vegetable oil and oleochemical producers, and biodiesel businesses that export products covered by the levy groups.
