Government Regulation (Peraturan Pemerintah, PP) No. 24 of 2026, issued by the Government of Indonesia, governs exports of strategic natural resource commodities. Oil palm is designated as one of the first-phase commodities, alongside coal and ferro-alloys. The regulation directly affects palm oil exporters and industry players because exports of these commodities are to be controlled through a specially assigned state-owned enterprise (BUMN Ekspor). It has applied since 1 June 2026, with a transition period for existing businesses. Its palm oil provisions are implemented by Permendag No. 16 of 2026.
Key points
- Oil palm is designated as one of the first-phase strategic natural resource commodities, together with coal and ferro-alloys.
- Exports of strategic natural resource commodities may only be carried out by the BUMN Ekspor, either as owner of the goods or as sole intermediary.
- Selling prices and export margins are determined by the BUMN Ekspor, with margins kept at a reasonable level in line with prevailing laws and regulations.
- Exemptions from the obligation to export through the BUMN Ekspor may be granted, by decision of a coordination meeting, to businesses holding contracts with the Government that include commitments on investment, divestment and domestic processing/refining.
- Transition: exports of strategic commodities must go through the BUMN Ekspor by no later than 31 December 2026. Implementation is evaluated within 3 months of the regulation taking effect, and a new deadline may be set before that date.
- Sales contracts signed before 1 June 2026 that are still in force will be evaluated by the BUMN Ekspor.
Who it affects
Palm oil exporters and industry players, as well as exporters of coal and ferro-alloys.
