Minister of Trade Decree (Keputusan Menteri Perdagangan, Kepmendag) No. 1667 of 2026, issued by Indonesia's Ministry of Trade (Kemendag), sets the Reference Prices (HR) and Export Benchmark Prices (HPE) for agricultural and forestry products that are subject to export duty and to the public service agency (BLU) service tariff, i.e. the export levy collected by the Oil Palm Plantation Fund Management Agency (BPDP). For the palm and vegetable oil industry, its most important provision is the Reference Price for crude palm oil (CPO), which is the basis for applying these export instruments during the period covered. The decree also sets the Reference Price for cocoa beans and HPEs for cocoa beans, timber, hides and pine resin.

Key points

  • The CPO Reference Price is set at US$996.52/MT and is applied for both export duty and the BLU service tariff (export levy).
  • The Reference Price for cocoa beans is set at US$5,424.96/MT.
  • The Export Benchmark Price for cocoa beans is set at US$5,064/MT.
  • The decree provides the export reference values for commodities governed by Minister of Trade Regulation (Permendag) No. 35 of 2025 and by the related regulations on export duty and the BLU service tariff.
  • The annex sets HPEs for forestry commodities for the period 1 August 2026 to 31 August 2026, covering various types of veneer, wood chips, chipwood and processed timber.
